European Council of Vinyl Manufacturers (ECVM):

Vinyl 2010 is the organisation providing the organisational and financial infrastructure to manage and monitor the actions undertaken by the industry as part of the Voluntary Commitment of the PVC Industry. It groups European PVC resin manufacturers, plastic converters and producers of stabilisers and plasticisers. The Voluntary Commitment of the European PVC industry is a 10-year plan initiated in 2000. It progresses the industry towards sustainability on many fronts, among which boosting collection and recycling of PVC waste products.

 

All possible waste treatment options must be carefully analysed to ensure that they meet the criteria of sustainable development. Eco-efficiency studies look at all the environmental and economic aspects in a systematic way by applying standardised methodologies.

 

In a project initiated early in 2002, PE International investigated various treatment options for PVC cable waste, taken as an example. The study concluded that all recovery options considered are preferable to landfill from an eco-efficiency point of view. From the perspective of material and energy recovery, the study indicated that the Vinyloop- mechanical recycling process achieved the best results, followed by two feedstock recycling processes and incineration with recovery of hydrochloric acid in third position. These conclusions were confirmed by a peer review and the study was presented and published in 2003.

 

This study was extremely valuable to Vinyl 2010 because it confirmed the soundness of actions aiming at diverting PVC waste from landfill. PVC waste must be considered as a resource and treated accordingly. It demonstrated also that recovery options can be selected on the basis of a combination of environmental and economic criteria, taking into account specific national or even local conditions because of differences in the available energy mix or even applied environmental policies. The modular design of the study will allow to benchmark other options in a comparable way, should the need arise. By doing so, Vinyl 2010 can optimise the benefits of its investments in terms of sustainable development.
